I know PR3/10 is nothing to shout about. But it is a big difference from PR 0/10, ok? So I am going to do the happy dance over this ‘achievement’.
Well, if you are a PayPerPost’s postie, you probably know that [tag]PayPerPost[/tag] does their PR check and Alexa ranking check with this PR checker found on this link. Join the PPP forum and learn from the vets. I got this link from the forum, through a post made by Jules.

So, if you are not too sure about your PR and wonder if you can take some opps which specify a certain PR ranking, just try the PR checker.

I must have tried like hundreds of times to see if my PR has increased and all the while, it was a big fat zero. OK, I exaggerated on the hundreds of times, but it is almost daily. *hangs head in shame*
Now, I can stop agonising and wondering why I never get any PR.
